Internet explorer handles these two character strings as I would expect but I'm unclear as to what the HTML specifications are on these two particular character strings. Duplicate of bug 67127 for the "title" problem, at least; I think there's another bug on laying out alt text. (Correct sequence should be 
 BTW.)
The original bug 67127 actually mentions the ALT tag in it's sample, but it is about the black square that can render instead of linebreaks. Bug 45375 is about TITLE wrap. (Then there's bug 47078.. hmm) I don't think ALT text displays as a tooltip in Mozilla, so resolving this one as dup of bug 45375. In reply to comment #2, ALT text does not display as tooltip that I am aware of, however if the image is unable to be displayed should the ALT text not be displayed with any formating that has been defined within it's value.
