For the PDF.js experiment, to learn more about user retention, we'd like a way to control turning on/off the PDF viewer entirely.
This will also require some investigation because some of the app links changes may have changed the pre-111 behavior before the viewer was present.

Did some preliminary testing with pref("pdfjs.disabled", true);
and the other PDF prefs removed.
We may need to also add an app links change, all "Open Links in Apps" flows with the PDF viewer disabled are:
- Click link with PDF
- Download
- Open -> Opens in app
(The prior behavior was "Open Links in Apps"=true, then go directly to outside app or "Open Links in Apps"=false, then above download flow.)

We decided to only experiment on the PDF viewer buttons, so closing for now.
