1837538 - Remove "mr2022" Nimbus sections and feature flags

We shipped MR 2022 last year and TCP in Fenix 112, so we no longer need the mr2022 and MR2022Section Nimbus sections or feature flags. We can remove them all and enable those features by default. If we need to run a new experiment on any these features, we'll probably be testing different aspects of these features and need to add new experiment flags anyway.
