183769 - "Perform these actions" pane scrollbar misdraws during scrollbar button operation

The pane labelled 'Perform these actions:' in the window used to create new
message filters has a scroll bar on the right hand side, as normal.

If you scroll that window, the scroll bar is drawn on the left hand side, not
the right, but *only* while it is scrolling.

Reproducible: Always

Steps to Reproduce:
1.Select Window/Mail&Newsgroups
2.Select Tools/MessageFilters
3.Click the 'New...' button
4.Scroll the scroll bar on the right hand side of the 'Perform these actions:'
pane using the arrow buttons (works fine if you drag the scroll bar) - best to
keep the down button pressed.

Actual Results:  
Scroll bar drawn on the left hand side of the window.

Expected Results:  
Draw the scroll bar on the right hand side.

Sorry, I forgot to put which build I am using - it's 2003020403, so it is a
recent build.

Do you not see the problem?

I think the message window has to be full - ie the bottom line full - for it to
fail to scroll down with the scroll bar.

Also, I have the sort order such that new messages are put at the bottom of the
list, so that probably makes a difference.

oops. I'm really sorry. I thought this was a different bug...please ignore the
last two entries.

But, to answer the question properly, yes, it still happens with build 2003020402.

Confirmed using FizzillaMach/2003021203. It only happens using the Classic theme
(and its' Pinstripe derivative).
