183861 - Shortcut for menu doesn't work in a specific page.

Build:Mozilla/5.0 (X11; U; SunOS sun4u; en-US; rv:1.2) Gecko/20021204

Steps to Repro:
1.Start mozilla and go to bugzilla page,such as:
http://bugzilla.mozilla.org/show_bug.cgi?id=181327
3.Focus on the window.
2.Press Alt+E, Alt+V

Expected Result:
Edit, View menu should pop up.

Actual Result:
Focus moves to the Severity and Version listbox of the html page.

But I think if there are duplicate shortcut for one page and the focus is on the
window, the shortcut should work on the menu.

This is not necessarily a duplicate; your suggested fix is not the same one as
bug 163007, which may not get fixed at all.
