This bug is for enabling the alerting for android startup tests. They currently run in mozilla-central, but if we enable them on autoland through a cron, then we'll be able to alert on them. If we do that, then we'll also be able to disable them on mozilla-central. We'll need to ensure that they stay at tier-2 on autoland, and we should alert code sheriffs when we enable this.

Something to note here is that there's already a cron in place for this but it's been disabled: https://searchfox.org/mozilla-central/source/.cron.yml#347

It'll also need to run twice a day to produce enough data to alert.
