Connect DOM removal/insertion to Part invalidation

When a Node that has DOM Parts attached is removed from the tree or
re-inserted into the tree, its associated PartRoot is marked dirty.

With this patch, DOM Parts should be roughly usable. The clone
method isn't implemented yet, but parts can now be added and tracked
across mutations.
