Using build 1999110908 on Win 95. Behavior is cross platform.

Steps to Reproduce:
Open attached file containing a table. In the table, there are three rows,
cellspacing and and a table border. The table background color is 'lime'; the
second row background color is 'red'.

Actual result: Second row paints 1/2 cellspacing on top and full cellspacing on
bottom

Expected result: Second row paints 1/2 cellspacing on top and 1/2 cellspacing on
 bottom

I'm marking this remind until we decide how to handle the painting of
cellspacing. It is not clear that the way we are currently doing it is correct.
