1839651 - Remove the "downloading" popup

Before we started to fix the install flow in Bug 1825124 and Bug 1825126, we had a "downloading and verifying add-on" popup. The install flow has changed and therefore we should probably remove the popup now.

Verified as fixed on Nightly 116.0a1 from 06/25 with Motorola Moto G9 plus (Android 11). The "Downloading and verifying add-on" popup is not displayed when installing an add-on.
