Sync web-platform-tests PR 40678 into mozilla-central (this bug is closed when the sync is complete).

are needed in

http://wpt.live/css/css-backgrounds/border-image-004.html

otherwise such 3 tests fail

Somehow, I forgot to include them in #40477 and in #39699 and the lint checks did not warn me about such missing images.
