Firefox 112 for Fedora ignores layout.frame_rate

Steps to reproduce:
Start Firefox in Fedora.
Set layout.frame_rate to 1 so that 1. animations won't be as smooth/painful, and 2. scrolling webpages which use non-scrolling elements won't usually be a migraine trigger, and 3. scrolling about:preferences and about:addons won't be a migraine trigger.
Actual results:
It's all too smooth. It doesn't pause 1 second between each change.
Expected results:
It should pause 1 second between each change, that's usually enough to avoid the migraines.
This may be a duplicate of bug 1771017, but it's a very different use case.
Setting widget.wayland.vsync.enabled to false does not allow lower frame rates, so not a duplicate.

Changing the component to graphics. I think that is the module that would need the fix.
Also, this isn't an accessibility feature per se although I understand this might come in handy.
