Bug 1817911 made it so we offer arrow key based navigation for the unified toolbar, instead of having to tab through all the buttons. However, the search bar was kept exempt of that by design. This means that you can currently arrow key "after" the search bar from "before" it.

Optimally we'd split the arrow key cycling groups in two, divided by the search bar. Of course if there is no search bar, we would only have one group.
