THis is the same keystroke as OmniWeb and Chimera shouldn't stomp on it. Shift-Cmd-U should open the selected URL in the default browser, and not in whichever browser feels superior to the others. Chimera can't fix this; as you say yourself, Apple should add a Services Manager.
