1841790 - Transfer ownership of taskcluster/monopacker to mozilla-platform-ops

As per https://github.com/taskcluster/monopacker/pull/108#issuecomment-1621690252 we would like to transfer ownership of https://github.com/taskcluster/monopacker to the https://github.com/mozilla-platform-ops github org.

It looks like I don't have permission to make the change, so I think this needs to be done by a github administrator.

(Yes, transfer is an owner only thing, due to transfer being of interest to the legal team when it happens to orgs outside Mozilla control)

Alright, requestor is a member of the Core, and TaskCluster-Admins teams both of which are admins for this repo - so they have authority to make the request, and the transfer is an internal one so we don't need to seek legal's opinion on things.

However, the permissions on the far side - is there an existing team in mozilla-platform-ops that should have admin (or other access)?

Since Pete isn't a member of that org, they'd lose any special access with the transfer.

If there isn't a team - who on the mozilla-platform-ops side should I give admin access to (and they can create/manage teams etc)

NI for Pete and AErickson - as they're the two in the related issue making the request.

Please make the https://github.com/orgs/mozilla-platform-ops/teams/mozilla-platform-ops-admin team admins.

TC team is using another tool to create images, so I think it's OK if they don't have elevated privileges once transferred.
