In bug 1803713, we discovered that our paint skipping optimization has been regressed by bug 1727682.

We did have a regression test for paint skipping, and specifically this assertion should have caught the regression.

This bug tracks investigating why that assertion did not catch the regression, and fixing the regression test so that further regressions of the optimization are caught.

This is because of bug 1773142.
