Unable to install C:\<home directory>\.mozilla\mozregression\persist\af07ced273d9-shippable--mozilla-central--arm--geckoview_example.apk (error: Unable to initialize test root while setting run_as_package org.mozilla.geckoview_example)
This error stems from mozdevice.
STR: run a GVE build on Windows using mozregression 5.4.1.dev0 (or possibly other, previous versions).
This issue is not reproducible on macOS.
