list of tabs at top fades out until last tab after 115.0.2 update; mouseover shows where tab should be, but no text

Steps to reproduce:
downloaded firefox mac 115.0.2 update.
Actual results:
on restart, middle tab in list at top faded out left to right, last tab on left fully visible. on mouseover of blank area, a light background for each tab appeared, but no text, favicon, or close button. last tab appears, added tabs at right end also appear. visible and invisible tabs scroll left as tabs at right end added, no change in state. behavior same with different themes.
Expected results:
all tabs should be normally visible

The Bugbug bot thinks this bug should belong to the 'Firefox::Theme' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
