Steps to reproduce:

tracking protection update not working if Firefox starter from clean profile without network access and after connection reestablished, while Firefox still running, the browser not doing any attempts to download tracker list from mozilla servers

Actual results:

tracking protection not working

Expected results:

tracking protection working

I've reproduced this issue in the latest Nightly 118.0a1 and Firefox 116.0 versions on Windows 10 x64 when checking the Work offline box in the Profile Manager and then starting Firefox.
jasp, are you able to reproduce this issue when disconnecting/reconnecting from the internet using a clean profile? This is not clear to me in Comment 0.

Setting the component and waiting for the developer's opinion about it.

Thanks for reporting. Actually, this is an expected behavior.

We follow the SafeBrowsing V2 protocol when encountering network errors during list updates. See 5.1 HTTP Request for Data for more details. Basically, we use a backup timer to retrigger the update. So, this shouldn't be an issue unless the list never gets updated once the timer is triggered. Given this, I will close this bug for now. Feel free to reopen if you find anything.
