Steps to reproduce
- Open a PDF File in firefox.
- Add an image to the PDF.
- Hit Cmd+Z on the Keyboard in order to undo adding an image.
- Hit Cmd+Shift+Z on the keyboard in order to Redo and add the image back to the PDF file.
Expected result
The image should be added back to the PDF file.
Actual result
The image is not added back to the PDF file.

Given that this is a pre-existing bug that affects other editing functionality too, let's remove it from blocking bug 1843246.

I've reproduced this issue using Nightly 117.0a1(2023-07-19) following the STR from Comment on 0 on macOS 13.
Verified as fixed on the latest Nightly 118.0a1 and Firefox 117.0b6 versions under same configuration where the issue no longer persists.
