Steps to reproduce:
Native French speaker here. I'm trying to get my email date to dd/mm/yy but all of them still come out in mm/dd/yy.
- Paramètres > Général > Format de date et heure
- (x) Langue de l'application : Français
Restarted Thunderbird - Same Problem.
I tried in German and Catalan, it works but not French.
Actual results:

Expected results:
French date standard is supposed to be dd/mm/yy.
The date format is supposed to be picked up from the operating system What is your apple product set to use as a short and medium date?

Thanks for taking the time to file a bug!
As Matt mentions, the date format is defined by your operating system's default language (unless the preference intl.regional_prefs.use_os_locales
is set to false
- it defaults to true
in Thunderbird).
Chris, could you check what your system's default language is? Note that if it's set to English, changing it to British English (which uses the same date format as French) should help.
