1844650 - Add mark-as-shipped task for application-services

Application services is now integrated with shipit, but there's no mark-as-shipped task. This will involve the usual TC client + SOPS + cloudops-infra changes to get a new scriptworker-k8s pool going.

This should probably be granted as part of the shipit feature, but we tend to
grant these adhoc in other places, so I'm not going to scope bloat on fixing
that.
