Currently only admins can make a chart query public and the admin can only see the ones they created so it doesn't really work for others who want to make theirs public viewable.
I will create a new chart_public_group config parameter than can be set to any group and then create a new group to be used. We can then add users or groups of users to it and allow more people to make queries public.

Reopening as another place was missed in the original fix that needs to be changed to make non-admins able to make chart series public.
