Click [Tools] => [Message Filters]
Actual results:
Don't show The Message Filter dialog.
Expected results:
Show The Message Filter dialog.

By changing to Troubleshooting Mode it will show up.
This suggest the cause may be an add-on.
Or, what happens if you disable hardware acceration in Settings
?

Without check of "Use hardware acceleration when available".
Don't show The Message Filter dialog.
Second.
Without Add-on of "Web Translate".
Don't show The Message Filter dialog too.

I have a reply in the thread.
You mention a specific add-on, but did you use troubleshoot mode from the help menu. The full extent of what s "disabled" in troubleshooting mode is still something of a mystery, (I must look at the source some time), but it extends to more than just hardware acceleration and add-ons.
I recently discovered that using a theme called 'System theme' (which seems to be enabled by default in 115) caused one user to be able to see everything on start up after a reboot of computer, but a restart of Thunderbird without restart of computer produced blank Folder Pane, Message list etc. But, thunderbird did restart and display ok when using Troubleshoot Mode. I advised user to test by using either Thunderbird 'Light' theme or 'Dark' theme and this resolved the issue. Could a simlar issue be effecting the visibility of Message Filters' ?
As Matt asked - restart Thunderbird using 'Help ' > 'Troublehoot mode' > Continue in Troubleshoot Mode
Did this fix issue ?

test by restarting as normal and using either Thunderbird 'Light' theme or 'Dark' theme
please report back with info and on test results.

I tried change themes.
It didn't fix.
But I found some interesting behavior.
Unified Folders Inbox tab shown.
It is my default.
In this state the message filter dialog is not displayed.
Next display the setting dialog or the Add-ons dialog.
Surprisingly the message filter dialog is displayed.
Then close the setting dialog or the Add-ons dialog.
The message filter dialog is not displayed.

I am using Thunderbird 115.3.0 (win64/ja) and the message filter dialog is displaying correctly.
I think maybe the xulstore.json in the profile is corrupted.

- Add-ons (extensions and themes)
- Hardware acceleration
- Window and sidebar size and position settings (described in terms of Firefox)

kita, try deleting xulstore.json in the profile folder and then start Thunderbird.

I delete xulstore.json.
Toolbar customization changed to the default.
Chose the email folder on All Folder.
The message filter dialog is displayed.
Chose the email folder on Unified Folder.
The message filter dialog is not displayed.
It is behavior as before.

I have reproduced the situation where the Message Filters dialog does not displayed.
The important point is that this occurs when the parent folder in the Unified folders view is selected and no messages have been selected.
This is a duplicate of bug 1844341.
