"cancel" download icon grey instead of red, "pause" download function too inaccessible

Steps to reproduce:
Had to pause a download after reaching 90% because of an appointment. Paused it with click on "x" (the only visible button). Then put PC into hibernate mode (not energy-saving mode!), later boot it again and attempt to continue the download by clicking the circular arrow icon.
Actual results:
Suddenly download started entirely new, from 1%.
Expected results:
either the pause icon must be made always visible right next to the "cancel" icon, OR the "cancel"-function should keep download-fragments (of incomplete download) in the non-volatile PC storage (SSD/HDD) until browser is entirely closed, so that download-fragments survive cycles of putting PC into hibernating and waking it up again.
Keep in mind: our competition (competitive webbrowsers) already HAVE both a "pause" and "cancel" icon always visible right next to downloads!!
