We're looking at the migration of Win 7/8 users to the ESR and discovered that a new client ID gets created when migrated.
We think it's related to distribution.ini, not the channel switch.

We verified that for release builds Fx 115 the clientID is no longer changing (remains the same) after the migration happens between release
and esr
for all the platforms affected by this (Windows 7 32/64bit, Windows 8 32/64bit, Windows 8.1 32/64bit, Mac 10.12, Mac 10.13 and Mac 10.14). As per slack, there is no easy way for us to also verify this for Fx 116 and Fx 117 so we can consider this as verified for 115 from QA perspective. If it is required to also verify this for 116 and 117 we can do that but would need the tools to do so. I'll remove the qa-verify+ for now but feel free to re add it if any intervention from QA is required here.
