formhistory.dat encoding appropriate?

Details
formhistory.dat seems to be encoded in what I think is UCS2. EVERYTHING I type
into form inputs is saved like this:
(83=j$00m$00d$00@$00p$00o$00b$00o$00x$00.$00c$00o$00m$00)(84
That whole long thing is
jmd@pobox.com
Given that (I think) 95% of users are entering ascii 99% of the time into
one-line inputs, perhaps another encoding is more appropriate?
Is there any documentation on how the new form manager works? Some times things
don't seem to save (I entered in my cc: address to a bugzilla bug, and it didn't
come up on a second bug), and double-click doesn't show all saved entries like
in IE.

Perhaps English-speaking users use mainly ASCII, but that's not the case for the
rest of the world.
Suggesting INVALID, since the current encoding seems perfectly appropriate.

formhistory.dat is using a 16bit character encoding for a reason.
