184634 - Bookmarked Tabset URL's do not show in location if site inaccessible (no warning)

In a tabset where 1 url (in this case not the first tab) is not reachable the
tab maintains the status of loading and the url in the location bar does not
reflect the site which should be loading, but is instead blank. If a new window
is opened and the bookmark for the individual tab is clicked from the sidebar
then the location bar does show the intended url. Occassionally no error message
is displayed when this is a tabset, but an error message does occur when the
same url is attempted in an indivual window.

Reproducible: Always

Steps to Reproduce:
1.Create a tabset including a down site such as http://www.mosr.com as the
second url
2.Click the tabset in the toolbar
3.Click on the loading tab and look at the location bar

Actual Results:  
The location bar remains blank and the tab stays at loading.

Expected Results:  
The location bar states the url that is bookmarked for the tab and an error is
reported.

In the example I used a site unreachable so a 'not found' would normally show up
in the non-tabbed view (pageview), but that url may start working again so could
someone check this against another downed site?

Sorry, wasn't clear in the main description. If the bookmark is clicked from the
sidebar the url stays blank, but a warning unreachable sheet drops down. Seems
like bookmarks call the location and the url bar fills out on load, but is
suppressed on error and the error seems to be suppressed in a tabset.

In Build 1217, with all the combinations (U,U,d) or (U,d) or (d) site is Up or
Down (mosr.com) no unreachable sheet appears, no matter the position or if you
call it from Sidebar or from Bookmarks menu.
The sheet appears only if the d is the first site or the only site in a Tab with
only one bookmark. The sheet is correct.

If it's not the first site, the Tab title remains "Loading..." and when clicked,
the Location is empty (not about:blank).
Location field contains the first tab url.
If it's the first, the Tab title remains "Loading..." and the Location is empty
(not about:blank).

The only problem is that not sheet is shown if a non-existing site is not the
first tab.

I suggest downloading all the good sites and then only jump to all the tabs
which can not be reached or which have a problem to show the corresponding error
sheets.

This will allow users to load a big set of tabs, go away, and come later with
all the possible sites loaded.
