See the attachment for a minimal example. The border-bottom lines defined in the
stylesheet are only rendered under some, but not all of the <div>s. Changing the
font-size (either in the browser settings or in the stylesheet) or the padding
value, the problem appears on some other div-Elements. In some cases the borders
are shown correctly, but there is 1px additional space between the elements. 

When the "padding" is specified in "px", not "em" the problem disappears
completely, so I think the reason might be a rounding error in the conversion
em->px. Is the rounding consistent in different layout modules?
