1847270 - Hovering tabs in the left sidebar of the FirefoxView-Next does not change the cursor

STR:

1. Visit about:firefoxview-next
2. Hover tabs in the sections in the left sidebar and compare the cursor behavior with any controls on the main section of the FxView

Expected:

1. When an active UI is hovered with a mouse, the cursor is expected to change as a part of the hover state indication (to show to a user that the item under this mouse cursor is actionable and that they can click on it now). For links and buttons traditionally the cursor (an arrow) is changed to a pointer (a hand)

Actual:

1. When a section is hovered with a mouse, the cursor remains the same. This would be confusing for users with cognitive and learning disabilities as well as for users with low vision (who often enlarges the pointer to better understand and navigate the content)
2. Active/selected tab (Recent Browsing on the screenshot attached) has no hover indication.

Note that there is a tooltip shown on hover, so there is some indication of hovered state, but since tooltips could be shown for static elements as well (i.e. an image), it is not sufficient indication of an active UI.

Reproduced the issue with Firefox 118.0a1 (2023-08-04) on macOS 12 ARM. When hovering over the tabs from the left part of the page the cursor doesn't change its state.
The issue is verified fixed with Firefox 119.0a1 (20230831214652) and Firefox 118.0b3 (20230831180026) on MacOS 12 ARM and Ubuntu 22. When hovering over the tabs from the left part of the page the cursor is changed to a pointer.
