When a message is in a folder, it is possible to automatically create a filter
automatically via the menu entry "Create filter from message"

When the message have been moved to a "Local Folder", it is no more possible
to use this menu entry.

In my case, I have IMAP email, I don't like storing email on the server, 
so I automatically move all incoming message to local folder, in various
subfolder using filters
BUT I would still like to be able to create new filter automatically
to better sort incoming messages.

Filters don't work for local folder at all.
