184827 - send dialog doesn't always happen when it should

If I go online from the browser with unsent mail, I don't get prompted even when
I flip back to mail. Also, when starting up mozilla with unsent mail, I should
get prompted, as this is another "going online" event.

Reproducible: Always

Steps to Reproduce:
1. From mail, go offline
2. compose a message and "send later
3. Switch to browser. Go online.

Actual Results:  
Nothing.

Expected Results:  
I should get prompted for sending unsent mail.
