Steps to reproduce

1. Open Firefox and enter fullscreen.
2. Load about:preferences#privacy and click the Manage Exceptions button.
3. Expand the panel and exit full screen.

Expected result

• The Panel changes dimensions according to the Firefox window.

• The panel is cut off.
