18484 - Tasks menu on Navigator only install shows mail/news/address book

Steps to reproduce:
1. Using WinInstallWizard, choose Navigator only option for installation
2. Install
3. After launch, check tasks menu.
Actual results: Menu includes mail, news groups, address book

Expected results: These items should be disabled or non-existent in nav only
install

To do this right we should create a mailnews overlay that adds all the features
that are only available when mailnews is installed.  The address book may be
required for other components besides mailnews so the address book will also need
to be modified when mailnews is not installed.  The Taskbar will need to remove
the mail icon.

written today-bug 27974

Putting on PDT- radar for beta1.  If it doesn't crash, its ok.  We definitely 
need to fix this for RTM.

Sending to Scott.  This is the bug that covers the rather large issue of creating 
a set of overlays to add mailnews/address book features to mozilla when mailnews 
is installed.  The overlays need to be dynamic.

I think part of this work has already been done.  nsbeta3 correctness.

marking wontfix.  Bug 46596 covers for AB and Bug 10523 covers for mailnews.  
I'd rather have 2 bugs in case we don't decide to fix both.
