Steps to reproduce:

full screen moved mouse to bottom of screen to deploy dock and nothing shoed

Actual results:

my dock would not show because the full screen window covered it

Expected results:

my dock should have showed above the full screen window

This is not f11 full screen. It is full screen after I press f on a youtube video. I want to view the dock in full screen video so I can watch a tutorial and switch to the program.
