Steps to reproduce:
1- I was signing up website.
2- I used an email.
3- In the password box, I used "Use a securely generated password".
4- The password was generated.
5- I did the same procedure on the same website with another email.
Actual results:
The two generated passwords are the same.
Expected results:
The securely generated password must be different each time it is used.

This was intentional to allow users to fill in the same password in case it wasn't saved (e.g. on a confirmation screen -- see bug 1630500 comment 3), but yes, this doesn't work for power-users who are provisioning multiple accounts at a time.
