Build Identifier: Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.3a) Gecko/20021207 Phoenix/0.5 (also in 0.3)

I have installed Phoenix on XP with 2 users (both in Administrators group).
Phoenix was installed by User1.
After first start with User1, it asked if Phoenix should be default browser.
Answer was: NO. Close, open, no question (that must be correct).
Login as User2 - same question. Answer: YES. Close, open -> same question.
Answer NO. Close, Open -> same question. It doesnt matter what you select, next
time it will ask again. If answer YES, it doesnt make Phoenix default browser,
still using the IE.
There ius full control for all users for the Phoenix folder. User2 is in
Administrators group, he have full control on the system, with no restrictions.

It happens even I create 2 different profiles, and I use profile manager.

Also, when user2 is logged, using www.mapquest.com/directions, on next start
Phoenix seems nott remebered the cookies, becouse it doesnt show Recently used
addresses, which happens in IE.

All that happend with Phoenix 0.3 also.

Reproducible: Always

Steps to Reproduce:
1.
2.
3.
