Attachment: Reordering on composed tabs tray and xml tabs tray

In the XML tabs tray, when reordering, the user can easily start dragging a tab in selection mode by vertical dragging, without starting to scroll.

In the Composed tabs tray, when dragging vertically, the tray starts scrolling instead.

This is likely caused by the way Compose detects drag gestures.
