Cannot get to system menu using keyboard only

Details
When using Alt key to get to the menu, using left and right arrow key cannot reach the system menu (Restore/Move/Minimize/Maximize, etc.). It loops through the menu. There is no way to perform those actions using keyboard only. This is opened to ensure keyboard access according to W3C accessibility guidelines.

re assign it to lake. lake, you will need to find FEs (probably Don's group) to make sure that the basic keybboard nevigations are implemented. You may want to re assign this bug once you find out who is implementing these.

What you have described is how it works for a MDI child window application. Mozilla is a SDI application and in windows the system menu for this type of application is Alt+Space Bar, and then arrow up and down to highlight. This is handled by the operating system in any case.
