News: Total number of headers in status as headers are downloaded is off by 1

Win32 1999-11-09-11-m11 build

1) Expand a news server and select a newsgroup that you have not read before
2) Notice in the status bar, it eventually reads: "Receiving 500 of 499 headers"

This total number is off by 1.

asa just brought this point up to me:  "Do you think that's [bug 18514] the same
one that causes the status bar to give no message at all when only one new
header is downloaded.  Because when there are no new messages it will say "no
new headers" or something like that."

I think it may be the same as this bug so I'm adding asa's comments here.

I think asa's bug is different, and is caused by code that I still need to port
/ turn on from 4.x
