Correct link to Pale Moon release notes in doc/sofware-support.md (#2741)

Older release notes are regularly moved to "archived release notes" in the Pale Moon project. Since this change was made in November 2022, it's no longer relevant for the main release notes page.
The correct/permanent link at this point in time is https://www.palemoon.org/releasenotes-archived.shtml#v31.4.0 -- jumping directly to the related version.

Fix edge case in JPEG serialization

When AC coeff is -32768 the logic of "de-signization" does not work.
Healthy JPEGs does not contain such values.

Fix subtle logic error in djxl_fuzzer

Preview have to be emitted before JPEG stream, but when decoder reports
it will produce JPEG stream it is still not too late to spit a preview.

remove paths-ignore (#2732)

This removes the paths-ignores for ichange to .md and AUTHORS.
This allows us to have required workflows. The ci is faster now and also
we don't have many such pull requests.

bump highway to 1.0.6 (#2726)

I've submitted a try run for this commit: https://treeherder.mozilla.org/jobs?repo=try&revision=16256af5f2fbfe62f30576dc7116b94572a61e94

All the jobs in the try run succeeded. Like literally all of them, there weren't
even any intermittents. That is pretty surprising to me, so maybe you should double
check to make sure I didn't misinterpret things and that the correct tests ran...

Anyway, I've done all I can, so I'm passing to you to review and land the patch.
When reviewing, please note that this is external code, which needs a full and
careful inspection - not a rubberstamp.
