Steps to reproduce:
Added a new email account. Appears visually okay. Closed TB.
prefs.js contains the settings of the new account, internally it is named account18. See snippet of prefs.js:
user_pref("mail.accountmanager.accounts", "account11,account17,account8,account14,account12,account13,account4,account15,account16,account18,account2");
Actual results:
Restarted TB. The previous email accounts appear, but the newly created is not shown.
prefs.js has been changed by TB, the new account has been removed from "mail.accountmanager.accounts", see snippet:
user_pref("mail.accountmanager.accounts", "account11,account17,account8,account14,account12,account13,account4,account15,account16,account2");
The other settings of the new account are stilled contained unchanged in prefs.js.
Expected results:
The newly added email account should be shown.
"mail.accountmanager.accounts" in prefs.js should not be changed by restarting TB.

Please try Thunderbird 115. Does it still reproduce?
Yes, TB 115 shows the same behaviour: After migration to TB 115, I've added the email account once again. It is displayed and works. I've changed the spam folder assignment, then exited TB. prefs.js contains the new email account as account19.
Upon restart of TB, prefs.js is changed, account19 is removed from the list at user_pref("mail.accountmanager.accounts". Also the spam folder is back to the original, the value of user_pref("mail.server.server16.spamActionTargetFolder" is changed. And the user_pref("calendar.registry. ... (4 lines) of the new email account are completely removed. (This was also done by TB 102, bit I didn't mention it in the first bud description.)
If needed, I can send prefs.js versions before and after restart of TB.

I've tried it, but the behaviour is still the same.
Then I've removed one of the old email accounts from TB, this works. The account is still removed after restart.
And it is not possible to permanently add this previously removed account. After TB restart it is gone ...
