Noticed while working on bug 1801668, we don't really do configurable timeouts for SMTP per command, as RFC requires

We use mailnews.tcptimeout which is set to 100s for everything.
SMTP timeouts should be minimum 2min and different per command.

I don't think it's needed. 100s vs 2min isn't that far off.
