insert picture while composing mail doesn't work first time

Steps to reproduce:
Start Thunderbird (on Linux).
Compose message.
Enter text, then alt-i, i to insert an image at current point.
Actual results:
The first time I do this after starting Thunderbird, the cursor jumps to the end of the To: field.
After I put the cursor back into the text body, and repeat, it works properly, and continues to work properly until Thunderbird is restarted.
This command works properly on Windows 10, but not Ubuntu 23.04.
Expected results:
The Image Properties dialog should have been presented, allowing me to select an image file to be inserted. Instead, the cursor jumps to the end of the To: field.
