Firefox 119.0a1 20230911154121 on Windows 10
A desktop notification triggered by Nightly and shown by Windows blocks the user from accessing (e.g. clicking) the area behind it. In the screenshot, the 3 dropdown options closest to it and shown above it cannot be clicked until the popup notification has been dismissed.
Expected: what's visible should be clickable

I don't think it's anything to do with Firefox as we just use the Windows API for this. Can you check whether it's different in Chrome?
