1852837 - Enable media.navigator.video.red_ulpfec_enabled by default for Nightly builds

With the recent fixes landing for video ulpfec/red we should be able to enable this by default soon. Enabling in Nightly by default first to see if any issues are reported.

"Starting with Firefox 120, ULPFE/RED is now on by default for video in Nightly builds. This provides additional protection against packet loss for video during WebRTC calls."
