Steps to reproduce:

I started Firefox 119.0a1 20230912211753 (and earlier) on Wayland in Plasma 5.27.7 in a Fedora 39 KDE Plasma installation. I had previously set the homepage and new tab to be empty pages. I hovered the cursor over the tab's Close Tab and main parts many times.

Actual results:

Tab tooltips sometimes showed as small grey blank squares. This issue appeared more frequently for a few seconds after starting Firefox, opening a new tab, or loading a page. This problem happened about 20-40% of the times I hovered over tabs. I've been seeing this happening occasionally for a few months. I think it started with the Plasma 5.27 branch. The OS Theme in Troubleshooting Information seemed to change to Breeze / Adwaita with Plasma 5.27. This problem might be related to Bug 1802743 in which tab tooltips sometimes were longer vertically than horizontally and just had dots in them. I'm attaching a recording of the blank square tooltip being shown when hovering over the Close Tab button.

Expected results:

The tab tooltips should have shown the name of the tab or Close Tab each time.
