Details

When a release manager sets an uplift request to request changes, it should automatically close the revision.

Request changes is weird in this context, but it's the language Phabricator uses when a reviewer doesn't accept the revision.

To make things smoother, if an uplift request is not approved and is marked as request changes it should automatically be closed by automation.

Currently the revision author has to manually close the revision.
