1853058 - Remove Secret Settings and Give Nimbus Release Control

Bug for tracking preference and settings necessary to release translations out of nightly:

GeckoView:

• geckoview-prefs.js - pref("browser.translations.enable", true); will be enabled behind a Nightly flag soon

Fenix:

• FeatureFlag - translations - is currently debug/developer
• pref_key_enable_translations - Special Debug Menu - is currently only visible for adjustment in debug/developer

When ready for fully releasing, GeckoView needs to be adjusted first to enable the translations toolkit, then the Fenix preference.

Nimbus instrumentation to control feature should also be available - see bug 1859845.

Enabling the background engine to ride the trains in GV is now bug 1882841.

Adjusting this bug, it should remove secret settings and swap Nimbus defaults as mentioned here.

When this lands, these are the options to access the translations feature:

• Via nimbus-cli (Nimbus CLI Docs) :

nimbus-cli --app fenix --channel developer test-feature translations ~/Desktop/translations-all-enabled.json --no-validate

Where ~/Desktop/translations-all-enabled.json:
