Steps to reproduce:
Open any mailbox using Table View. Expand the "Columns to display" button. Attempt to grab and drag a column to reorder.
Actual results:
You cannot grab and drag a column to move it relative to the others. Any attempt to do so will simply check or uncheck (depending on the initial state) the column for display.
Expected results:
You should be able to drag the column, with a separator line being used to show where it would drop were you to release the left mouse button at that moment. This is how the functionality for rearranging/reordering columns under Thunderbird has worked prior to Version 115 for as long as I can remember.

It seems that you're using it incorrectly.
The column picker only allows you to show/hide columns.
To reorder them you can actually click and drag on the visible column itself in the table layout, not the menupopup picker.
OK, but this has been an accessibility problem, for years, with column reordering.
I can definitely drag and drop the columns themselves in table layout, but those who use screen readers (and I work with this population) cannot.
I'll amend to say that the column picker should also allow for column rearrangement, and that the list for the column picker should present the columns in the order they are currently arranged, with all the visible/selected columns first.
