Thanks for reporting this. Unfortunately this report is not very useful because it does not describe the problem well. If you have time and can still reproduce the situation or problem, please read https://bugzilla.mozilla.org/page.cgi?id=bug-writing.html and add a more useful description to this report, including clear and complete steps to reproduce (step by step) as a list which leaves no room for interpretation, and allow someone else to exactly (!) be in the same situation. "set up email" is not sufficient to reproduce something.

PLEASE DONT TELL ME HOW TO REPORT A BUG OK.
- i installed TB115.2.3
- it then asked me to fill in my email settings which i did
- thunderbird then said " "thunderbird failed to find the settings for your email account"
i have lost my patience with this CRAP. i dont have any problems with the email client BETTERBIRD
why is it i have always had issues with THUNDERBIRD?

this can now be Closed, but what i did was
1: install Thunderbird 115.2.3 again
2) when it asked for me to fill in my email stuff i did just that
3) i then MANUALLY CONFIGURED IT
4) i then clicked on RE-TEST
5 ) it still came back with that error posted above
6 ) BUT when i opened the email client i clicked a button near the BLUE " NEW MESSAGES " button
7 ) that button i clicked on was " GET MESSAGES " all email downloaded from email server
but my guess its a CERTIFICATE BUG since i had to do that ABOVE.
SO MY GUESS THIS bug should be put in ACCOUNTS not installer

if you google that Error above, you'll find many others having the same problem , when i setup my IMAP accxount, i have to Manually configure it, otherwise it doesnt find any IMAP setting, only pop.

I don't know what's going on, but it's working for me. Maybe they are have the config file badly cached or wrongly sent to certain geographical locations. Or some 3rd party software (antivirus/firewall/spyware) or network configuration is causing it. You can open the developer tools network tab and see what traffic gets sent and received.

i do use NOD32 Antivirus, i have just recently disabled the ANTIPHISHING PROTECTION in it which has also fixed a minor issue with another software i was having. im just wondering if its that Protection thingy that was causing the issue? when 115.4 or 115.3 comes out i'll retest to see

A good test is sart Windows in safe mode with networking enabled https://support.microsoft.com/en-us/help/12376/windows-10-start-your-pc-in-safe-mode
With out more/updated information this doesn't appear to be actionable.
